Project description

The objectives of the XBorder project are relevant in order to further improve the competitiveness of rail freight in cross border operations, to find quick-win solutions and to overcome the driver language barriers as well as to establish an efficient border section enabling smooth cross border train operations and cutting out inefficient dwell time.

The project is therefore divided into a “Sections” and “Language” part.

Xborder Sections

Let’s look into the workings of XBorder Sections, which:

  • further improves the Cross Border Section Handbook, transferring it into an IRS and working towards the sector adoption. Hereby the current handbook being an RU handbook could be brought to a sector accepted piece of work
  • develops a toolbox and recommendations for a gap analysis on cross border sections
  • develops the implementation plan
  • develops the business case and funding proposal

Xborder language

Let’s look into the workings of XBorder Language, which:

  • further enhances the set of pre-defined messages (PDMs) aiming to transfer these PDMs into an IRS 40455 - List of Predefined Messages
  • keeps an active role in the joint RNE-UIC Language Programme
  • Provides a blueprint for language initiatives, consisting of practical advice for field test implementation, gap analysis, European risk analysis framework and development of operational quality criteria for pilot testing/project,
  • develops language tool prototype to mitigate the B1 language proficiency requirement for train drivers, Translate4Rail, and supports pilot testing of the language tool under the Shift2Rail project (finished in 2021)

The project, through supporting language tool initiatives, gains considerable knowledge and experience about language initiatives and their requirements, plus provides criteria to assess and evaluate them on how to be prepared for a fully operational situation. Deliverables offer considerable know-how for an update of the “Train Driver Directive”, as well as for the TSI OPE.
