Mr Yong-Chon Hyon was appointed on 21 September 2009 new Director of IRaTCA (the International Railway Training Center for UIC Asia) in Human Resources Development Institute of KORAIL and Chairman of ANTC (Asian Network of Rail Training Centers) by President of KORAIL, Mr Huh Joon-Young.

Mr Yong-Chon Hyon is a graduate at Moscow University Law School (Master Degree in International Law).
He joined Korean Railways KORAIL in 1986. He held several positions of responsibility, such as Director of Planning in Logistics Department in Procurement Service Headquarters at KORAIL, between July 2003 and February 2005. He brought and shared his experience with UIC as part of his international experience as Senior Advisor at UIC World Division between 2005 and 2008.
