SECRET project (Bilbao, 3 – 4 July 2013)

SECRET project partners met on 3 and 4 July in Bilbao, Spain at the University of the Basque Country.

This was the SECRET project’s 3rd progress meeting where all the main coordination and management topics were discussed. 11 months following its launch, the project review gives good indications in terms of time and budget management.

Within its scope SECRET will develop innovative solutions to prevent and reinforce the European railway network (infrastructure, rolling stock and operations) resilience from the electromagnetic attacks. This requires developing technologies in compliance with ERTMS and technical recommendations supporting the improvement of European standardisation. This was in fact the main topic of concern during the two-day meeting.

SECRET partners are aware of the difficulty in having a good railway/electromagnetic rapport regarding security issues. It was therefore agreed that there is a need to establish basic lexicon criteria towards better academia and technical definitions, leading to harmonious integration of SECRET’s innovative solutions at the end of the project. This must cover all aspects of the threat analysis and risk assessment in terms of EM attacks scenarios, impacts and EM attack devices.

Considering that these outputs aim to provide a clear view of the criticality of the railway infrastructure regarding electromagnetic attacks, the concepts and contexts have to be easily understood by railway security experts, railway managers and policy makers, as well as standardisation bodies.

These considerations also lead to the agreement that a strong and statured project dissemination process must be in place. Thus the first SECRET project brochure (soon to be published) was approved and participation confirmed regarding the EMC Europe 2013 Workshop on EM attacks on critical infrastructures: Focus on the European projects SECRET and Structure, to be held from 2 – 6 September 2013 in Brugge, Belgium.

The next SECRET project progress meeting will take place in Paris on 1 and 2 October 2013.
