UIC held the UIC European Management Committee on 13 March 2019 in Riga, Latvia, at the kind invitation of Edvīns Bērziņš, Chairman of the Board of Latvian Railways (LDZ). The meeting was chaired by regional president Francisco Cardoso dos Reis (IP, Portugal).

Also present were CEOs and senior representatives of ADIF, DB, FSI, Infrabel, LDZ, MAV, PKP, RENFE, SNCF, RZD, ProRail, SJ, CER and colleagues from the UIC HQ team.

Among the strategic issues on the agenda, the meeting was the opportunity to launch the “Rail Technical Strategy Europe 2019” (RTSE) strategic document. This document builds on the previous version that was published in 2014 and also replaces the Challenge 2050 document that was published in 2013.

Railways can be the backbone of an integrated, multimodal mobility system in Europe. Its realisation depends on vision, investment, innovation and enterprise. It requires a forward-looking technical strategy that commands the support of stakeholders across Europe. It aims to capture some of the megatrends that have emerged in the mobility market and in transport-related technology. It describes how railways fit into the mobility framework and the ways in which the railways will move forward.

Jean-Pierre Loubinoux, UIC Director General, said:

"It is upon this solid technical foundation that the sector will be able to harness the opportunities to satisfy end-user mobility requirements and to prepare for the challenges related to the way in which the system is designed, constructed, operated and maintained and thus deliver an attractive and efficient rail system of the future.

This dynamic and forward-looking RTSE 2019 is well placed to guide and inspire future sustainable innovation through a well-balanced, business-led programme. Building on the system ‘capabilities’ that the ROC (Railway Operating Community) has developed and ensuring that the work of ERRAC (European Rail Research Council) has been taken into account, the ROC believes that instruments such as Shift2Rail will ensure that the necessary methodologies are available to support companies and the system in general to innovate.

I am very pleased to be able to endorse the concept of this RTSE and we encourage all of the sector stakeholders to take note of this ROC strategy and to help transform it into reality."
